A man, 24, was arrested in Lambeth for suspected theft and assault and a 23-year-old woman was detained on suspicion of conspiracy to commit robbery. They both remain in custody, the force said.
These detentions come after a probe into an assault at the multi-level parking garage at Terminal 3 this past Sunday. Prior to the attack, a pair of female travelers had stolen from them their suitcases after getting out of a car park lift.
A three-year-old girl was among the those hurt during the incident. Five people were taken to the hospital for medical care and were later released.
Police detained a 31-year-old man for suspected theft and assault near the location. He has since been released under investigation while inquiries continue.
Police were called at about 08:10 GMT after reports came in regarding a number of individuals hurt by a noxious substance thought to be an irritant spray.
The attack - an event that authorities stated was isolated and not considered an act of terror - caused delays to rail services and the partial closure of the Central Terminal Area tunnel and the T3 parking facility for a short time.
